Advancing Urban Security through Collaboration

On 6–7 May 2025, INTERCEPT project partners will meet in Lecce, Italy, for a key event shaping the next steps in advancing urban security across Europe. The gathering will lay the foundations for a future Pre-Commercial Procurement (PCP) process and explore innovative solutions for safe remote vehicle stopping technologies.

Advancing Collaboration and Innovation

Earlier in the project, 6 examples of potential applications for remote vehicle stopping technologies were identified. These include:

  1. Vehicle ramming attack in a public market
  2. High-speed pursuit in urban surroundings
  3. Large coach with distressed driver
  4. High-speed pursuit following automatic number plate recognition (ANPR) alert
  5. Organised criminal use of high-powered motorcycles and electric bikes
  6. Hostage-taking and vehicle ramming

At the upcoming meeting, partners will focus on discussing and refining 3 priority use cases that have been selected based on their critical importance and practical relevance to public safety.

Over two days, project partners will:

  • Align activities and share progress updates
  • Strengthen collaboration with end-users and potential buyers of remote vehicle stopping technology
  • Review the mapping of common security threats and operational needs
  • Finalise the gap analysis and define priority areas for innovation

These discussions will ensure that the project continues to address the most urgent security needs while preparing for future technology development and procurement activities.

Involving Practitioners: The Role of the User Observatory Group (UOG)

A major highlight will be the active participation of the User Observatory Group (UOG) – a network of security practitioners, public buyers, law enforcement experts, police officers and other public safety professionals.

Their expertise and operational insights are critical to ensuring that possible future solutions developed with INTERCEPT’s effort are practical, demand-driven, and truly address the evolving security needs of urban environments.

Driving Demand-Led Innovation

INTERCEPT’s upcoming work on PCP will pave the way for tangible innovation in civil security. By focusing on the potential development of remote vehicle stopping solutions, the project aims to define operational needs and create the conditions for future technological advancements that could empower public safety authorities to respond swiftly and effectively to emerging threats.
