






The User Observatory Group (UOG) is a working group composed of members external to the INTERCEPT consortium which provides a broad basis of support for the ongoing developments and achievements of the project. Members are encouraged to give expert advice and recommendations to the project partners on specific issues.












A public buyer is an entity or organisation that purchases goods, services, or works on behalf of a public authority or government. Public buyers typically include government agencies, municipalities, public institutions (like schools, hospitals, and universities), and other entities that are funded or controlled by the public sector. These buyers are responsible for spending public funds and are usually required to follow specific procurement procedures and regulations to ensure transparency, fairness, and value for money in their purchasing decisions. Public procurement is often subject to legal frameworks that govern how contracts are awarded, with an emphasis on competition, non-discrimination, and equal treatment of suppliers. Public buyers play a crucial role in managing these processes and ensuring that the procurement meets the needs of the public entity while adhering to legal and policy requirements.

The Public Buyers Group (PBG) of the INTERCEPT project will participate in the elaboration of a Pre-Commercial Procurement for the EU-funded initiative. This approach gives buyers leverage to shape the R&D phase. Through the PCP process, procurers' needs will be fully known to the industrial developers as early as the research stage.
