The latest INTERCEPT publication breaks down the what, why, and how of Open Market Consultations (OMCs) – a crucial step in preparing demand-driven innovation procurements in line with EU rules. Developed by an editorial team of experts from CORVERS, the Polish Platform for Homeland Security, KEMEA, and DIGINNOV, the publication combines legal insights with practical examples to show how OMCs help public buyers shape effective and compliant procurement strategies.
Drawing from the European Assistance for Innovation Procurement (EAFIP) Toolkit and EU case law, the insight walks readers through essential procedural safeguards and best practices. It also presents a case study of INTERCEPT OMC process – from the publication of a Prior Information Notice (PIN) and the release of consultation documents, to multilingual webinars, targeted Request for Information (RFI) questionnaires and the release of the Open Market Consultation documents, to multilingual webinars, targeted Request for Information (RFI) questionnaires, e-pitching sessions, and a central hybrid event in Warsaw. Preliminary findings suggest strong market interest, but also legal and operational gaps that support the case for a structured innovation procurement. The final report, released on 18 July 2025, offers further guidance for the next steps in Pre-Commercial Procurement (PCP) planning.
