
The Open Market Consultation (OMC) was a key part of the INTERCEPT project. It enabled a two-way exchange of needs, information, and ideas between public buyers and technology providers in the area of safe remote vehicle stopping technologies. The summary report is now available!
The OMC report explains the aims and process of the consultation. It describes key activities such as webinars, e-pitching sessions, and the main hybrid event held in Warsaw. All these actions were designed to involve industry stakeholders and collect feedback from the market.
The report presents the INTERCEPT consortium’s analysis of how well the current market can respond to the project’s challenges. It also includes feedback from technology providers on the feasibility of the planned procurement process and its conditions.
In addition, it summarises responses to a Request for Information (RFI) questionnaire completed by both technology providers and end users. This part of the report gives insight into operational needs, technical expectations, and legal and ethical considerations, as well as opinions on how the procurement and testing process could work.
The consultation confirmed that the market is ready to meet this challenge through innovation, collaboration, and investment. Feedback gathered during the OMC activities supports this positive outlook. It showed that end users are open to piloting new systems, and that technology providers have the ability to deliver solutions that are scalable, ethical, and suitable for real-world use.
The insights collected from the Request for Information (RFI), e-pitching sessions, and the main OMC event will be very important for designing the structure of a possible Pre-Commercial Procurement (PCP).
Thanks to a clear demand from procurers, enthusiastic suppliers engagement, and a shared commitment to collaboration, the INTERCEPT project is well placed to support the development of safe, effective, and legally compliant technologies for remote vehicle stopping – responding to the growing needs of public safety authorities across Europe.
The OMC was one of the final stages in the process of identifying gaps and needs. This work forms the basis for potentially launching a Pre-Commercial Procurement (PCP) for innovative technologies for safe and remote vehicle stopping.
As this phase of the INTERCEPT project comes to an end in August, our team is completing the final documents, refining results, and preparing for the final project event, which will take place on 21 August 2025 in Paris.
